Fuquay-Varina Board Holds Annexation and Rezoning Public Hearings
Commissioners approve six annexations and a rezoning, with one annexation drawing resident concerns over flooding, drainage, and development impacts before winning unanimous approval
Fuquay-Varina, NC, Aug. 5, 2025 — The Fuquay-Varina Board of Commissioners conducted multiple public hearings at its board meeting on Monday to consider petitions for voluntary annexation and one zoning map amendment.
For annexations, the hearings focused on whether to approve ordinances extending the corporate limits of Fuquay-Varina to include properties described in the petitions. Importantly, these annexations allow properties to access key town services such as town water and/or sewer service. Rezoning hearings, by contrast, determine whether to change the zoning classification of a property. Annexation requests, if needed, usually precede rezoning requests.
Annexations Approved
During Monday’s meeting, the board approved five annexations without opposition or board debate:
ANX‑2025‑05: 1.3-acre parcel at 834 Wilbon Road (Google map, Plot map), contiguous to town limits, owned by Gaurav Parajuli, Raleigh Smiles LLC. Public water is available; sewer will be extended with development; fire flow measured at 1,682 gallons per minute. Present value: $118,720.
ANX‑2025‑06: 30.774 acres at multiple parcels along Sunset Lake Road, Ballentine Dairy Road, and Randall Farm Road (Google map, Plot map), contiguous to town limits. Public water and sewer available; fire flow measured at 6,801 gallons per minute. Present value: $2,726,345.
ANX‑2025‑09: 0.831-acre non-contiguous parcel at 8509 Fayetteville Road (Google map, Plot map), owned by Donald Chesson, MBF Road LLC. Public water and sewer available; fire flow measured at 1,595 gallons per minute; sanitation services excluded. Part of an NCDOT NC540 project with emergency water agreement due to private well displacement. Present value: $208,124.
ANX‑2025‑10: 0.792-acre non-contiguous parcel at 8505 Fayetteville Road (Google map, Plot map), owned by William Garcia. Public water and sewer available; fire flow measured at 1,595 gallons per minute; sanitation services excluded. Also part of the NC540 project with emergency water agreement. Present value: $215,787.
ANX‑2025‑12: 5.785-acre non-contiguous property at 6305 Duncan Cook Road (Google map, Plot map), jointly owned by the Town of Fuquay-Varina and the Town of Holly Springs. No existing water/sewer; water to be extended with the Sanford Conveyance Waterline Project and a booster pump station. Projected fire flow: 3,500 gallons per minute. Present value: $160,575.

Extended Annexation Discussion on 3799 Well Fleet Drive
The hearing for ANX‑2025‑11, an annexation of a 10-acre non-contiguous parcel at 3799 Well Fleet Drive (Google map, Plot map), drew public comment and objections from nearby residents concerned about drainage and flooding impacts.
“We have concerns… my property, as well as several of these folks here, actually, we’re in a natural drain… a lot of our properties also have flood hazard soils… at one point in time, we actually had a thing of water 20 feet wide… I don’t want to be in a situation where it gets any worse.”
“We don’t have any idea what they’re going to do in there… They start putting in all the concrete and dirt… what’s it going to do to us downstream from that?… Why is this not being done at Willow Springs? Why Fuquay?”
The petition for annexation was submitted by Glenn Futrell, Stephens Road Partners LLC. Public water and sewer are available at the site; a fire flow test measured 1,230 gallons per minute; and town sanitation and recycling services can serve the property. The present value is $722,880.
After hearing the comments, the board closed the public hearing and voted to approve the annexation as presented.
Rezoning Hearing – 6305 Duncan Cook Road (REZ‑2025‑06)
Following the annexation of 6305 Duncan Cook Road (Google map, Plot map), the board held a rezoning hearing for the same property. The purpose of the rezoning hearing was to consider a requested zoning map amendment for a total of 5.8 acres from the Wake County Residential‑30 (R‑30) Zoning District to the Residential Agricultural Conditional Zoning District (RA‑CZD).”
The property, jointly owned by the Town of Fuquay-Varina and the Town of Holly Springs, is the planned site of a future water booster pump station for the Sanford Conveyance Waterline Project. The conditional zoning limits the site to uses that serve a public purpose. The change is consistent with the town’s 2040 Community Vision Land Use Plan and was unanimously recommended by the Planning Board.
