The utility cherry picking angle is actualy a significant financial red flag for Apex taxpayers. When data centers shop around for electricity providers, they're essentially externalizing grid upgrade costs onto Duke Energy's broader ratepayer base while Apex absorbs the water and sewer infrastructure burden without the offsetting electric revenue. This creates a mismatch where the town provides critical services but doesn't capture the full tax and utility revenu stream from what is functionally an industrial facility. The 300 MW load is roughly equivalent to adding 200,000 homes to Duke's Carolinas grid, which means significant transmission investments that all Duke customers will subsidize.
