Plan Ahead: What’s on Deck for Tuesday’s Holly Springs (NC) Town Council Workshop

Holly Springs, NC, Dec. 8, 2025 — During tomorrow’s workshop, Town leaders will take up several strategic topics ranging from small business growth to stormwater planning and improvements to public hearing processes. Below is a concise preview of what’s slated for discussion, along with information on how residents can attend or watch the meeting via livestream.
Small Business & Downtown Strategy (45 minutes)
Economic Development staff will brief Council on efforts to support the small business community and strengthen Downtown Holly Springs. Communications & Marketing and Development Services will help outline current strategies, recent downtown projects, and what’s coming next. Council will be asked to weigh in on priorities and future focus areas.
Stormwater Management — Part I (25 minutes)
Utilities & Infrastructure staff will provide an overview of the Town’s Stormwater Management Program, including its purpose, current framework and level of service, and what it will take to stay financially sustainable as needs grow. This is designed as a “Part I” primer, with a more detailed “Part II” conversation anticipated at the Annual Retreat.
Improving Public Hearing Processes (15 minutes)
Development Services will walk through the recent change that moved land use public hearings earlier in the development review process. Staff will share what they’ve observed so far, discuss best practices for providing feedback to applicants, and ask Council whether any tweaks are needed.
Annual Retreat Planning (25 minutes)
The Town Manager will ask Council to help shape the agenda for the February Mayor & Council Annual Retreat. A preliminary topic list will serve as a starting point for refining priorities and adding any new items that need clear direction from the governing body.
Open Discussion & Closed Session
The workshop will wrap up with time for open discussion, followed by a closed session before adjournment.
