Corrections: In an earlier version of this story, we incorrectly stated information about Josh Prizer’s employment and residency in Holly Springs. Additionally, information regarding Joe Cuccurullo’s residency was incorrect. The information has been corrected below, with the incorrect information highlighted via strikethrough. Holly Springs, NC, Jun. 24, 2025 — A new political action committee is poised to play a prominent role in the 2025 municipal election. The Holly Springs Committee for Responsible Government (HSCRG), registered with Wake County on February 7, 2025, has launched a campaign website and announced endorsements for four candidates in the town’s upcoming nonpartisan races.
The PAC, which describes itself as focused on “empowering Holly Springs together,” is advocating for increased transparency, resident involvement, and what it calls “well-managed growth that protects quality of life.” The committee was created by residents with prior experience serving on town boards and volunteering in civic roles.
According to the organization, its goal is to ensure that elected officials “listen to citizens and preserve what makes Holly Springs unique while addressing the challenges of growth.”
“HSCRG was founded because we believe that competent leadership matters. Holly Springs has become big business and we need leaders with business experience who also understand all facets of managing the complexities of a fast-growing town, said Michael Lynch, HSCRG treasurer, “All of our candidates have extensive private sector business experience and have served in positions of Holly Springs Mayor, Town Council, and Planning Board. They have the experience and integrity to lead us into a safe and prosperous future. Our goal is to support these leaders who will put the community—not politics—first.”
Endorsed Candidates
As of June 2025, the following candidates are publicly endorsed on hscrg.org:
Sean Mayefskie, the current Mayor of Holly Springs, is seeking re-election in November. He previously served as a town council member before being elected mayor in 2021 and has emphasized improving transportation, expanding parks and greenways, and delivering infrastructure upgrades to support responsible growth. His platform centers on proactive planning, community safety, and maintaining a small-town feel amid rapid expansion.
Tim Forrest, an incumbent council member, has been endorsed for another term on the Town Council. A Marine Corps US Army veteran (Colonel, U.S. Army, Ret.) and 12-year resident of Holly Springs, Forrest has focused on transparency, improving public infrastructure, and increasing resident input in decision-making. He advocates for a conservative, data-driven approach to managing growth and budgets.
Josh Prizer, a Senior Director at a Fortune 500 company leading healthcare technology company and Board member of Pine Springs Preparatory Academy, is running for a seat on the Town Council. Josh served 15 years as a volunteer firefighter and president of his fire company. Prizer has lived in Holly Springs since 2009 2019. His platform focuses on preserving neighborhood character, ensuring fiscal responsibility, and enhancing community engagement in planning decisions.
Joe Cuccurullo, a Holly Springs resident since 2010 2020, brings experience as a local educator and service on the town’s Planning Board and Land Use and Tree Advisory Committees. His campaign emphasizes investing in infrastructure to match the pace of growth, supporting law enforcement, and strengthening emergency preparedness. Cuccurullo positions himself as a candidate who understands both the regulatory and business sides of town development.

Website and Outreach
The PAC’s website — hscrg.org — outlines key issues of concern, including:
Infrastructure readiness, particularly sewer and water capacity
HSCRG emphasizes the need to invest in essential infrastructure before approving new developments, with a particular focus on ensuring sufficient sewer and water services are in place. The group argues that past decisions have sometimes prioritized growth over capacity, and that planning should reflect absolute limits on infrastructure systems.Fiscal responsibility and the importance of budgetary restraint
The committee advocates for a conservative approach to town finances, emphasizing that tax dollars should be managed with discipline and transparency. Its candidates have committed to reviewing spending decisions carefully, avoiding unnecessary debt, and focusing resources on core services.Public safety, with support for adequate staffing and emergency services
HSCRG’s platform highlights the importance of maintaining fully staffed police, fire, and EMS departments in line with population growth. The PAC advocates for long-term planning to ensure that emergency response teams are not overstretched as the town expands.Balanced residential and commercial development to maintain the quality of life
The group advocates for a deliberate approach to development that avoids over-saturating residential growth without adequate support for business, infrastructure, and public spaces. Its candidates have expressed interest in attracting commercial investment to diversify the tax base and reduce the burden on homeowners.
The site features a "Meet the Candidates" section with detailed bios and priorities, an FAQ page that explains how the town government operates, and a breakdown of key roles, including the mayor, town council, and town manager. One post asks, “Who really runs the town?” and provides a brief civics primer on how policy is implemented at the municipal level.
Visitors can also find invitations to upcoming events, information on how to get involved as a volunteer, and options to contribute financially to the group’s campaign efforts.
The group states its mission is to support candidates and decisions that “protect the Holly Springs quality of life through balanced and well-managed growth.”
