Fuquay-Varina, NC, Jan. 21, 2026 — The Fuquay-Varina Town Board of Commissioners voted last night to appoint Larry Smith to fill the vacant commissioner seat left open when Mayor Bill Harris was elected mayor, concluding a multi-week public selection process that included applications, interviews, and public deliberation.
A Multi-Step Appointment Process
The Town opened applications in early December to fill the unexpired term, which runs through December 2027. A total of 12 residents submitted applications, outlining their experience, vision for the town, and familiarity with municipal governance.
After reviewing and ranking the applications, the Board advanced four finalists to the interview stage. Those interviews were conducted in an open session on January 12th, allowing the public to observe the process.

Public Input and Support
During the public comment portion of the meeting, former Fuquay-Varina Police Chief Laura Fahnestock addressed the Board in support of Smith’s appointment.
Fahnestock spoke about the importance of integrity, experience, and public service, citing Smith’s background in law enforcement and leadership. Her comments emphasized the need for steady leadership and institutional knowledge at a time when communities are facing increasing challenges related to growth, public safety, and trust in government.
Board Reflections Following the Vote
Following the decision, board members reflected on the process and the depth of the applicant pool.
“This was a long process, but we attempted and we made it a fair process,” Mayor Harris said.
“Each of the applicants showed skill, competence, and real courage to step forward.”
Several commissioners noted that the decision was not an easy one and encouraged continued civic involvement from all who applied. Board members also referenced Smith’s prior experience as a factor in their decision.
“Larry Smith has a proven track record not just on this board but in this community,” one commissioner said.
What Happens Next
Smith will serve the remainder of the unexpired term through December 2027 and is expected to participate in the Board’s annual strategic planning retreat in early February.
Mayor Harris closed the discussion by thanking all applicants and reiterating the importance of civic participation.
“We made the best decision that we could,” he said.
