How 12 Oaks Residents Can Reach Oakview Commons Without Using a Car or Truck
The trip across Holly Springs New Hill Road can be made safely and legally, if you know the proper routes and rules.
Holly Springs, NC, Oct. 31, 2025 — There are several ways for residents of 12 Oaks to reach Oakview Commons without climbing behind the wheel of a car or truck.
Whether walking, cycling, taking a golf cart, or soon catching a ride with the new Holly Springs Hopper (website), the trip across Holly Springs New Hill Road can be made safely and legally, if you know the proper routes and rules.
Walking or Bicycling
The most straightforward route is on foot or by bike. Pedestrians and cyclists should cross at the signalized intersection of Green Oaks Parkway and Holly Springs New Hill Road, where marked crosswalks and traffic signals ensure safer passage. Cyclists are reminded to walk their bikes across the intersection for safety.
Golf Carts
For golf cart owners in 12 Oaks, there’s also a town-approved route, but it’s essential to follow it exactly.
Golf carts must cross Holly Springs New Hill Road only at the intersection of Ancient Oaks Drive and Barbella Way. Drivers may not turn onto or drive along Holly Springs New Hill Road—that’s illegal under town and state rules. After crossing to Barbella Way, continue with a left on Montesale Way and another left onto Oakview Commons Drive to reach your destination.

Golf Carts: Legal Clarification
Under Section 12-602(3) of the Holly Springs Code of Ordinances:
“No golf cart may be operated on an NCDOT road or right of way of said road. Golf carts may cross an NCDOT road only at a controlled intersection (i.e., a traffic signal or stop sign) while obeying traffic rules for that intersection.”
Because Holly Springs New Hill Road is an NCDOT-maintained roadway, golf carts may only cross it at the controlled intersection between Ancient Oaks Drive and Barbella Way.
Golf carts cannot travel on any portion of Green Oaks Parkway east of New Hill Road, since that stretch lies outside the 12 Oaks subdivision and within the NCDOT right-of-way.
Golf Carts: Town Registration and Safety Requirements
The Town of Holly Springs allows licensed drivers ages 18 and older to operate a properly registered golf cart on town streets with posted speed limits of 25 mph or less.
Golf carts must be inspected annually by the Holly Springs Police Department before registration, with a $50 first-year fee and a $20 renewal fee thereafter.
To register a golf cart, owners must ensure the vehicle includes:
Two front headlights are visible from at least 250 feet
Two taillights with brake lights and turn signals visible from at least 250 feet
Rear vision mirror and side reflectors
Parking brake
Seat belts for all seating positions
Windshield
No more than three rows of seats
Insurance coverage meeting state minimums: $30,000 bodily injury (one person), $60,000 bodily injury (two or more people), and $25,000 property damage
Golf carts may not exceed 20 mph, and the registration sticker must be displayed on the lower left corner of the windshield.
If a golf cart is already registered through the NCDMV and has a valid tag, no additional town inspection is required. All registration payments are final and non-refundable.
Violations, such as operating on an unapproved road, driving a cart while under age 18, or driving a non-compliant cart, can result in fines and loss of registration.
Holly Springs Hopper: Coming in January
Beginning Monday, January 5, residents will have an even easier option. The Holly Springs Hopper, a new on-demand transit service, will connect neighborhoods, shopping areas, and parks across town for less than the price of a cup of coffee.
From 7 a.m. to 8 p.m., Monday through Friday, riders can request a trip from their doorstep to anywhere within the service area using the Ride Freebee app or by phone.
Fares: $2 for up to two riders within town limits; $1 per additional rider.
Seniors (62+) and disabled residents ride free.

Travel extends up to seven miles per trip, including stops within Holly Springs’ extraterritorial jurisdiction. (ETJ)
