Holly Springs, NC, May 24, 2025 — As the 2025 municipal election cycle begins to take shape, Josh Prizer has become the latest candidate to announce a run for the town council (press release). He joins a growing field seeking one of the three open at-large council seats. Prizer follows announcements from incumbent Annie Drees and newcomers Joe Cuccurullo and Kara Foster, who declared their candidacies last week (read earlier story).

When voters head to the polls on Tuesday, November 4, they’ll decide who fills:
Mayor (1 seat)
Town Council (3 at-large seats) — currently held by Dan Berry, Tim Forrest, and Annie Drees, whose terms expire this year.
What the Mayor and Council Do — And Don’t Do
Holly Springs uses a council–manager system, combining elected policy-making with professional administrative leadership:
Town Council: Establishes policies, adopts ordinances, approves budgets, hires and oversees the Town Manager, and shapes the town's long-term vision. Decisions are made as a group, with no individual council member holding executive power.
Mayor: Serves in a ceremonial and leadership capacity. Chairs council meetings, votes as an equal member, and acts as the town’s representative at official events. The mayor does not hold veto power or executive authority over town departments.
Mayor Pro Tem: Selected annually by council members to serve in the mayor’s absence.
Town Manager: Appointed, not elected. Oversees day-to-day operations, supervises departments, and implements council policies.
