Chinese Christian Mission Church in Apex Moves Closer to Construction Following Town Approvals
Follows approval of Town's land annexation on April 8, 2025 and project review by Board of Adjustment, which granted a Special Use Permit in February.
Apex, NC, Apr. 11, 2025 — The Chinese Christian Mission Church is steadily progressing toward development at 7808 Secluded Acres Road in Apex, following the Town Council’s approval of land annexation on April 8, 2025 and a detailed review by the Apex Board of Adjustment, which granted a Special Use Permit on February 19, 2025.
The approved plans call for converting a one-story home on the 4.72-acre parcel into a modest worship facility. The project site lies within the Rural Residential zoning district and meets all required use standards, as verified through detailed site plan reviews submitted by the applicant. While the initial proposal does not include a school or daycare, the church has signaled its long-term interest in expanding services. Any such expansions would require separate permitting processes.
As detailed in the site plans and reviewed by town staff, the development includes:
Renovation of the existing residential structure for worship use
Construction of ADA-accessible parking, including a reserved van space
A gravel driveway upgrade
Installation of a wet detention stormwater pond
A landscaped 20-foot buffer with supplemental plantings
A fully shielded lighting plan, ensuring no spillover onto neighboring properties
Compliance with noise and activity restrictions, including no outdoor activity past 10:00 p.m.
The project's official neighborhood meeting was held on December 10, 2024, fulfilling Apex’s public engagement requirements. The applicant provided detailed plans, elevations, and Q&A documentation as part of the Special Use Permit application.
The church has also agreed to infrastructure improvements, including sidewalk extensions and curb-and-gutter upgrades along Secluded Acres Road, to improve pedestrian safety and traffic flow. According to engineering documents, a full suite of development plans was submitted, including site layout, grading and drainage, lighting, utility connections, landscaping, and architectural elevations.
While construction has not yet begun, the site is now fully annexed into Apex town limits, giving the Chinese Christian Mission Church access to municipal services and clearing the way for issuing building permits. According to the SUP conditions, construction must begin within 24 months of approval.
