Calvert Sports Academy Seeks Final Six-Month Extension for its Holly Springs (NC) Development Plan
During Tuesday's meeting, Council will weigh last allowable extension for large indoor sports training facility at Carolina Springs.
Holly Springs, NC, November 29, 2025 — During this Tuesday’s meeting, town council members will decide whether to approve Calvert Sports Academy’s request for a final six-month extension for its Development Plan. If approved, the project’s expiration date will be pushed to July 1st, 2026.
The proposed project is a 270,000-square-foot indoor sports training facility planned on Carolina Springs Boulevard in the Carolina Springs development. The applicant states in its request letter that it continues to make progress securing capital for the project and has kept the Town Manager updated as those efforts move forward.
The Development Plan was originally approved in 2020, under the Town’s 2002 Unified Development Ordinance, which allowed plans to remain valid for 12 months with the possibility of extensions in six-month increments, not to exceed one additional year. Multiple factors, including prior submission of civil construction drawings for a sanitary sewer line and statewide extensions related to COVID-19 emergency orders, have kept the plan active since that approval.
A plan amendment submitted in April 2023 was later withdrawn due to inactivity, resetting the plan’s 12-month validity period to July 1st, 2024. That period was scheduled to expire on July 1st, 2025. Council granted the first six-month extension on July 17th, 2025, leaving this request as the second and final extension allowed.
If the Council approves the request, the project team must submit civil construction drawings before the new July 1st, 2026 deadline. If not, the Development Plan will fully expire, and any future effort to build the facility would require a new application.
The extension request appears on the Council’s Consent Agenda and may be approved without discussion unless a council member requests separate consideration.
