Apex Town Manager Shares Key Updates at Town Council Meeting
Update included information on housing plan roundtables, FY2026 budget session, solar initiatives, the Tunstall House project, utility billing review, and advisory board recruitment.
Apex, NC, Apr. 10, 2025 — At the April 8 Apex Town Council meeting, Town Manager Randy Vosburg provided updates highlighting key projects, events, and initiatives underway.
The Town's housing plan is actively progressing. As part of this effort, two resident roundtables took place on April 9 at Apex United Methodist Church. The sessions, held from 2 to 3 p.m. and 5:30 to 7 p.m., gave residents an opportunity to share their priorities and perspectives to help shape the future of affordable and inclusive housing in Apex.
This year’s Pig Fest will relocate to the Town Hall parking lot at 73 Hunter Street on April 11–12 due to ongoing work at the Saunders Lot. The 11th Annual Bone Suckin’ Sauce Peak City Pig Fest, hosted by the Apex Sunrise Rotary Club, will feature a Kansas City Barbecue Society-sanctioned competition, live music, a beer garden, and a rib-eating contest between the Apex Police and Fire Departments. Proceeds will benefit local charities, with Western Wake Crisis Ministry as the primary beneficiary.
Vosburg announced that the Town’s budget work session is scheduled for April 15 at 3:30 p.m. in the Board Chambers at Town Hall. The session will present the proposed FY2026 budget amid economic pressures and flattening revenues. Vosburg cautioned that financial tightening may be necessary and indicated the session would include an honest assessment of fiscal challenges. In preparation, the Town Council recently approved updates to its Fiscal Policy Guidelines, covering capital improvements, debt management, cash reserves, and utility fund targets—all aimed at reinforcing long-term financial stability and transparency.
Progress continues on the Town’s sustainability efforts. The solar project for the Electric Utilities Department is moving forward, with sealed proposals due by 2:00 p.m. on April 10. The project includes installing solar photovoltaic systems and offers optional add-ons such as vehicle and material storage buildings. A mandatory pre-bid meeting was held on March 24 to address project specifics and bidding procedures. This initiative aligns with Apex's commitment to renewable energy and reducing its carbon footprint.
The Tunstall House Restoration Project, a long-standing initiative to rehabilitate the historic home behind the Apex Senior Center, is also back out for bids, with a bid opening set for May 8. Originally budgeted in FY2023–2024, the project was delayed when previous bids exceeded the budget by over $750,000. Restoration of the Tunstall House—part of the Town's acquisition agreement for the Town Campus property—is intended to preserve local history and provide additional space for community use or Town departments such as Parks and Recreation.
The Town is recruiting for open positions on several advisory boards, with applications due by April 21. Boards seeking new members include:
Arts and Culture Advisory Board (including a youth voting seat)
Board of Adjustment
Environmental Advisory Board
Multimodal Transportation Advisory Board
Parks and Recreation Advisory Board (including a youth non-voting seat)
Planning Board (including vacancies for an Apex Historical Representative and a youth non-voting seat)

Vosburg also provided a detailed update on the ongoing utility billing review, which has drawn significant public interest. A third-party consultant is reviewing both billing cycles by simulating bills and comparing them to those issued by the Town. The review for Cycle 1 is in the comparison phase, while Cycle 2’s simulation is set to begin shortly. The Town has encountered challenges in extracting legacy data from its old financial system while transitioning to the new platform. However, officials say the data itself remains sound. A final report is expected within three weeks and will be reviewed by the Council before findings are shared with the public.
